Improve the Effectiveness of Law Enforcement: Introduction Effective law enforcement is necessary to enact and implement alcohol control policies which affect underage access to alcohol so as to reduce underage access, overall. Without such enforcement, communities may begin to view alcohol control policies as meaningless and violations of such policies as acceptable. The role of police in enforcing laws aimed at reducing youth access to alcohol should not be limited to simply punishing violators. Instead, law enforcement agencies should also take the following steps to fortify their work to reduce youth access to alcohol:
